How much is the recommended voltage for the Pichondria USB-PD 2.0/3.0 to 5V 5A Converter board ?
How low can input go ?

Minimum voltage required is ~6V for the Pichondria converter to turn on.
The recommended voltage is about 12-20V. But, it can operate from 6-20V without any much issues.
